

Key People
Each of the principals of Sunrise Management is active in the day-to-day business of managing our clients' investment properties. Each has extensive experience providing real estate management and investment services to investment and financial institutions, as well as locally and internationally-based private property owners.
Our management team includes three IREM Certified Property Managers® (CPM), two CPM candidates and six IREM Accredited Resident Managers® (ARM).
Joseph S. Greenblatt
Joe Greenblatt is president of Sunrise Management and a principal in the company. He has been involved in the acquisition, lease-up and management of income producing multifamily properties since 1984 and joined Sunrise in 1989, serving as property manager, vice president and executive vice president.
Mr. Greenblatt directs Sunrise's day-to-day operations and is responsible for assuring delivery of high-quality service to our clients, residents and employees, now and in the future. Mr. Greenblatt directs Sunrise's strategic development and also provides direct support to the firm's management and maintenance staff in all aspects of investment property management, from successful lease-ups and marketing to acquisitions and increased ROI.
Prior to joining Sunrise Management, Mr. Greenblatt held the position of vice president of property management for St. Louis, Mo.-based EXECO, Inc. His achievements there include the turnaround of troubled properties, the successful management of multiple properties in the soft Kansas City apartment market, and the design, planning and implementation of extensive capital improvement programs. He has managed residential properties financed through Low Income Housing Tax Credit (LIHTC) and under HUD 236, 221(d)4, 207 and 223(f) programs. Mr. Greenblatt also serves as a receiver on behalf of local bankruptcy courts.
Prior to Mr. Greenblatt's association with EXECO, he was an assistant vice president for acquisitions with the Robert A. McNeil Corp. In this position, Mr. Greenblatt was responsible for locating, analyzing, and negotiating the purchase of income-producing real properties.
Mr. Greenblatt attended Washington University in St. Louis, Mo. He holds a California Department of Real Estate sales license as well as the CERTIFIED PROPERTY MANAGER® (CPM®) designation from the Institute of Real Estate Management. He is a member of IREM's National Faculty. He served as president of the San Diego chapter of the Institute of Real Estate Management in 1996 and has served on the board of directors of the California Apartment Association, the San Diego CCIM chapter, the San Diego County Apartment Association and as a trustee of the California Apartment Association PAC. He currently chairs IREM's National Ethics Hearing and Discipline Board.
Peter G. Smith
Pete Smith is director of operations for Sunrise Management and is a principal in the firm. Mr. Smith served as the president of Sunrise Management from 1989 through 2003 and has worked continuously in the property management field since 1976. He directs ongoing development and evolution of the company's extensive property operations policies and procedures. He also assures quality of service, overseeing internal audit processes. Mr. Smith serves as a model and a resource to the property managers at Sunrise and promotes strong relations with and among the site staff that are the key to our firm's success.
He is an experienced Court appointed Receiver and Property Management Expert Witness and has worked with affordable and market rate housing, new property lease-ups, senior housing, student housing, Low Income Housing Tax Credit (LIHTC) and Section 8 properties.
In 1984, Mr. Smith went to work for CDS Management Co., a division of The Sickels Group. During his tenure with CDS, Mr. Smith handled the successful lease-up of 6,000 apartment homes in a six state region. He participated in the formation of a management company which grew to 10,000 residential units in only three years time.
Mr. Smith's initial property management experience was as a general manager of a student-housing complex at San Diego State University, working for Alan and O'Hara Management Co., a division of Northwestern Mutual Life Insurance. In 1980, Mr. Smith joined Ankirk Management Co., a division of Pacific Lighting Real Estate Group. During four years in this position, he became senior property manager for Ankirk, handling a diverse portfolio of properties including apartments, industrial buildings and condominium associations.
A graduate of San Diego State University, he holds a California Department of Real Estate license and the designation of CERTIFIED PROPERTY MANAGER® (CPM®) from the Institute of Real Estate Management. He has served on the board of directors and as vice president of the San Diego County Apartment Association as well as on the board of the California Apartment Association.
Tina West
Tina West is a key partner in Sunrise Management and brings powerful leadership and guidance to our organization in her role of Chief Operating Officer. As the leading force and vision behind Sunrise Management management services she provides significant influence and success.
With experience spanning multiple decades, Ms. West confidently directs all management ventures. Ms. West has experience in Property, Regional and Asset Management with national companies that include Lincoln, Kennedy Wilson/Heitman and RREEF. She earned a Master Degree in finance as well as a Bachelor of Science Degree in the study of organizational management. Her sharp business acumen and savvy negotiating skills enable the consistent profitability of the assets she governs.
Ms. West provides successful regional leadership for a real estate portfolio of nearly 9,000 units and leads a talent base of more than 50 associates with unreserved inspiration. Her personal commitment and exemplary standards are evident as she conquers challenges and instills the value of "developing one's knowledge" into those she guides.
Poignantly talented, Ms. West's expertise includes marketing, asset promotions, sales positioning, budget supervision, Class A, B and C asset management, and naturally, leadership. Articulate and well-spoken, she is a member of Toastmasters and uses her speaking agility to communicate effectively, foster healthy relationships and achieve professional consensus.
Her reputation for excellence precedes her throughout the industry. Regarded as one of the most dynamic leaders in real estate management, her involvements in the business world go far beyond Sunrise Management where she makes vast contributions to industry organizations and charitable causes.
In 2001, Ms. West was on the San Diego Apartment Association Board of Directors and was also Vice President of the ARM committee from 1997 to 2000. She also sat on the IREM Governing Council, holds a CPM and is a member of CACM.
Currently, Ms. West is president of her local association, recurring chair of REstart committees and chair of the Mark of Excellence, not to mention a regular member of the Rental Advisory Board.
